Palpatine would benefit most from Dr. Pershing’s cloning research, so it would make sense for him to get an agent to erase Dr. Pershing’s mind or reassure his allegiance. Star Wars: Rise of Skywalker It’s suggested that some former members of the Empire, such as Allegiant General Pryde, are secretly working for Palpatine, so Kane could be another agent for him.
It is also possible that Elia Kane is still working for Moff Gideon, who is rumored to have fled the New Republic. In that case, Moff Gideon is covering up his own experiments (which may or may not coincide with those of the Emperor).
